Swami Tapasyaananda explains it as follows:
sandhyaarambha vijRmbhitam: Lord Siva resembles flowering Arjuna tree with the jasmine creeper entwining it. He dances at dusk when the tree also blossoms.

Srutisira-sthanaantar-aadhistitam: He occupies the crest of Vedic wisdom just as Arjuna flowers find the place on heads and ears of men

saprema-bhramaraabhiraamam: He is rendered beautiful by the presence of loving Bhraraambika (his consort), and the tree by the eager honey-bees

sadvaasana sobhitam: He is always distinguished by reason of good men resorting to Him as the tree is by its good smell

bhogiindra-abharanam: He has the kings of snakes as his ornaments while the Arjuna flowers form the decorations of noted pleasure seekers (bhogis)

samasta-sumanaah-puujyam: He is worthy of worshiped by all other gods; and the Arjuna flowers are laudable among all other flowers

gunaavishkrutam: He reveals the qualities of Nature like Sattva, Rajas and Tamas and the Arjuna flowers their color, fragrance and other qualities

srigiri-mallikharjuna-mahaalingam: He is established as the linga known as Mallikarjuna on the mountain sri parvata (srisailam), while Arjuna tree stands on beautiful peak

siva-aalingitam: He is embraced by Paarvati and the tree by jasmine creepers

I worship SIVA who thus resembles the Arjuna tree and who is represented by his emblem known as Mallikaarjuna established on the sriparvata.
